Employer Benchmarking Survey
Please complete this survey to inform ConstructionSkills’ work
on benchmarking. Core questions appear in the first section which
should only take a few minutes to complete.
Why the survey?
CIC is partner in the industry’s Sector Skills Council,
ConstructionSkills which has a remit to work with all stakeholders
in the industry to jointly address its skills issues. CIC is
concentrating on issues relating to improving the capabilities
of the professional service employers and practitioners. The
application of benchmarking tools is one of the ways in which
this might be achieved.
Completing the survey
Your co-operation is greatly appreciated and your responses are
central to help develop the policies of ConstructionSkills in relation
to benchmarking. All responses will be held in the strictest confidence.
We are keen to receive as many responses as possible to this questionnaire.
Therefore it is divided into two parts. Please complete the first
section which should only take a few minutes to complete. Longer
questions are contained in a second optional section to which we
would appreciate your response if you have time.

What is a ‘benchmark’?
“A benchmark is something whose quality, quantity, or capability
is known and which can therefore be used as a standard with which
other things can be compared” (Collins English Dictionary
1995). Some benchmarks provide a baseline minimal standard which
it is hoped that all (individuals, employers or others as appropriate)
should seek to reach as a minimum. Other benchmarks indicate an
average standard to aspire to improve upon, or a high standard
to aspire towards.
Benchmarks can be used to improve performance by measuring and
comparing your performance against the performance of others or
even against your own previous performance. A variety of methods
and toolkits are available for benchmarking within the construction
industry. This survey provides you with an opportunity to tell
us if, how, and why you use, or have not used benchmarks, and to
indicate how they can be improved to support construction professional
service employers and practitioners.
Which benchmarks interest us and why are we considering them?
We are interested in construction specific, cross sector and ‘in
house’ benchmarks. Through exploration of benchmarks and
benchmarking tools currently used or in development for use within
the construction industry we hope to better understand:
- the level to which benchmarking tools are used;
- employer experiences of current benchmarking provision;
- barriers to use of benchmarking tools;
- what motivates those who use benchmarking tools to
do so;
- whether any additional benchmark tools need developing;
- whether ConstructionSkills should be encouraging greater
use of benchmarks and benchmarking tools;
- whether the existing range of tools needs to be revised,
added to, or better promoted.
