1.CIC regional recruitment

The Construction Industry Council is seeking to recruit a Regional Coordinator for the North West region and a Regional Administrator for the South East and East regions.

The Construction Industry Council (CIC), a partner in ConstructionSkills, represents higher-level skills and the professions in the construction industry. CIC is embarking on a programme to strengthen support of the ConstructionSkills activities of the CIC regional centres throughout Great Britain . These activities are a vital contributor to the success of assisting the raising of skills, recruitment and business performance of the construction industry.

The North West Regional Coordinator role includes:

  • Strengthening relationships with education providers and employers
  • Promoting and progressing opportunities with RDAs and other organisations
  • Co-coordinating the activities of regional centres
  • Communicating the strategic vision of ConstructionSkills
  • Salary £35,000 p.a.

The South East /East Regional Administrator role includes:

  • Secretariat support for the London , SE and E Regions
  • Admin support to the Operations Manager at CIC London
  • Co-coordinating the activities of regional centres
  • Communicating the strategic vision of ConstructionSkills
  • Salary £28,000 p.a.

These roles are a stimulating challenge, requiring self-motivation and good communication skills, supported with experience of professional services consultancy working and the construction industry. Local knowledge of the region is important.

2. Waste & Resources Action Programme (WRAP) events

The Construction Industry Council is supporting the Waste & Resources Action Programme (WRAP) as it delivers reconstruct - a series of high-level, complimentary events aimed at the construction industry.

The UK-wide programme is designed to give practical advice and support on increasing the levels of recycled content across projects.

Responsible for almost 30% of the total waste output of the UK , our industry has a vital role to play in lessening the environmental impact of our work. Importantly, increasing the level of recycled content on a project is cost-neutral, low risk and has no impact on performance. Clients are demanding buildings and projects that meet more stringent environmental criteria – and the most progressive businesses are now striving to meet that demand. The important message to take from this is that we have a real opportunity to make our industry’s future more sustainable, more environmentally sound and even more profitable.

The Breakfast Programme (running in June) is for clients and senior decision makers. The Workshop and Seminar Programme (running through September and October) is aimed at operational levels. 3. Carsberg Report

In the summer of 2004, RICS invited Sir Bryan Carsberg to carry out a review of its regulatory framework. The reasons for wanting a review were both external and internal. A number of reviews of other professional bodies suggested that public expectations had changed and there was some evidence that members were unhappy with some aspects of RICS regulation. 

A consultative paper was issued in October 2004 to obtain input to the review. The paper examined the current regulatory framework and raised a number of questions about its strengths and weaknesses and possible improvements to the regime. View the full report which was published in April 2005 pdf

4. Sustainability and Commitment – A Presidential Dimension

The Association of Building Engineers (ABE) has announced the inauguration of Michael Cassidy as its new president.

Michael, who has been a member of the Association since 1981, has taken over the role following Chris Dawson’s successful year as president. Chris now becomes immediate past president and will remain an active member of the Presidential Team.

Michael Cassidy is looking forward to his year as president and his inaugural speech set out his view of the strengths of the multi-disciplinary ABE:

"The organisations that will succeed in the midst of today's ever more intensive professional environments will be those that are sufficiently confident and forward-looking to continually enhance the standards of provision of professional services to the consumers, be they in local or national government, or members of the public.

"I occasionally hear it said that we compete for members with other organisations. I have a different view, similar to that held by our past president, Sir Edwin Lutyens, that all of the professions involved in the art of building, benefit from belonging to an Association which respects and responds to the strengths of the different construction disciplines. This is concisely identified in one of our objectives, to encourage and facilitate co-operation between the construction professions.

"This shared professional consensus about the key issues of the Built Environment will continue to develop an Association which is compatible with all of the other representative professional organisations.

"The challenge to all of us is a national and global environment, undergoing the most rapid and extensive transformation the world has ever seen –pace of change, scale of change and, perhaps most importantly, the challenge of sustainability.

"Professional organisations will continue to succeed when they adapt and change. The organisations that will do best will be those that have the resolution, foresight and professionalism to make the appropriate changes and investment in resources to succeed.

"As well as the ABE, many other organisations of building professionals, including the RICS, the CIOB and BIAT, are making the technical and administrative changes important for continued success. In the coming year you will see significant improvements in web-based access for both the public and for our own members.

"Now, more than ever, the Association, building on the ability to promote and advance the knowledge of the art of building and co-operation between the professions, has the potential to become the preferred home of an ever-increasing number of building professionals who are interested in the creation of the sustainable built environment.

"Our Association will succeed, regionally, nationally and internationally, because we all share a long-term professional purpose – that long-term commitment to not ever take the easy way out or the short-term course, and the resolution to get things right for the long term and sustainable future.

"Building on our three great strengths of independence of mind, mutual respect for the professions in the built environment, and the maintenanceof the highest standards of professional qualification, conduct, and practice, this Association promises to be one of the great success stories of this decade, and I am sure that Sir Edwin would still be proud to become a member, as will many others in the coming years."

5. New Registration Scheme for engineers provides a safer and more efficient structural design process for Scotland

As of 1 May 2005 engineers registered as Approved Certifiers of Design (Building Structures) are able to certify the structural design of a building in Scotland.

The new system places the responsibility of certifying the structure of a building with an individual certifier and it replaces the scheme of self-certification that has operated since 1992.

The newly launched Registration Scheme, a joint initiative of the Institution of Structural Engineers (IStructE) and the Institution of Civil Engineers (ICE), has been driven by new legislation introduced in Scotland – the Building (Scotland) Act 2003. A company named Structural Engineers Registration Ltd has been created to administer and manage the Scheme on behalf of the Scottish Building Standards Agency (SBSA).

The Approved Certifier of Design is responsible for ensuring that all aspects of design of the structure of a project satisfy the requirements of the Building (Scotland) Regulations 2004. For these reasons, strict procedures are adhered to in accepting applications for registration. One of the prerequisites for registration is that applicants must be a Chartered Member of IStructE or the ICE, normally for a minimum of five years. In addition the applicant must be able to show that they are committed to Continuous Professional Development. These rigorous policies ensure that those achieving certifier status are qualified to make such crucial decisions about structural design.

Although it is still possible for any firm that chooses not to be included in the Scheme to continue submitting designs without a certificate, the time taken to achieve a building warrant can be expected to be significantly longer than for an application supported by a Certificate of Design.

Keith Eaton, Chief Executive at IStructE is pleased that legislation has prompted the move for the Scheme: "The Register of Certifiers is good news for everyone involved. Not only does it aid in streamlining the construction process enabling projects to be completed more quickly and efficiently, it most importantly provides an assurance that those on the Register are qualified to make these fundamental decisions about structural design, making for a safer environment for all."

As at 1 May 2005, 78 Approved Bodies and 198 Approved Certifiers had successfully registered on the scheme. Douglas Walker from Jacobs Babtie says of the Registration Scheme: "We believe the scheme will make a significant contribution to improved public safety. We are delighted to be able to offer a certification service from both our Glasgow and Edinburgh offices enhancing the range of quality service provision on offer to our clients."

6. ACA launches new website www.PPC2000.co.uk

PPC2000.co.uk is a new website from the Association of Consultant Architects (ACA). It shows how the ACA’s innovative partnering contracts give clients the best chance of realising their ambitions. And yield better outcomes for constructors, consultants and specialists.

Look here for hard facts and guidance on using ACA’s partnering contracts. Fiona Griffiths, ACA’s Secretary General, says: "Our market testing of the website confirmed what contract users wanted. We offer tasters, case studies, answers to common questions and other free downloads. Follow the links to the PPC2000 User Groups, accredited Partnering Advisers and training providers; there is no need to just believe what we say."

Besides the radical multi-party project partnering contract PPC2000, you can also learn about the companion contract for specialists (SPC2000) and the GUIDE to effective partnering. A whole section is dedicated to TPC2005, the ACA’s new multi-party contract for term partnering.
