1. Research phase of CIC’s Futures Group sets the scene for greater collaboration between the Professional Institutions

The research phase of CIC’s Futures Group has been completed and demonstrates great potential for increased collaboration and co-operation between the Professional Institutions in the built environment.

The research phase of CIC’s Futures Group has been completed and demonstrates great potential for increased collaboration and co-operation between the Professional Institutions in the built environment.

The principal aim of the research project was to identify potential areas of association or integration between the twelve institutions that make up the Futures Group and was based around 19 ‘objectives’ that were identified by the institutions at an awayday in January 2004. The outcomes of this research will form the basis for the development of the Futures Group Implementation Strategy to be taken forward into 2005.

The research was conducted for CIC by the BRE (Building Research Establishment) and initial desk research was followed by in-depth interviews with representatives from the 12 participating institutions. This has identified three key themes for areas of increased collaboration with a total of eight core objectives, these are:

Promoting, developing and enhancing skills
  • Developing a cohesive careers promotion strategy.
  • Investigating common topics for cross disciplinary CPD and methods of delivery.
Public affairs and territorial issues
  • Indentifying how the membership can act together effectively in relation to influencing industry and government.
  • Developing a joint strategy for serving the regions.
  • Developing arrangements for a common approach to exploring opportunities for the professional bodies in China .
Knowledge and professional issues
  • Investigating the implications of broadening the sector to cover the whole life cycle.
  • Developing a core set of universal values that apply to all professionals in the built environment.
  • Investigating possibilities for exchange of knowledge.

The research study found that although there is a huge variation amongst the 12 participating institutions in size, objectives and focus, there is a general desire to work together and share these areas of ongoing activity. They are keen to find commonality between their institutions and start from there rather than focusing on differences.

Julian Amey , Chief Executive of CIBSE (Chartered Institution of Building Services Engineers) said:

“The Futures Group, after only 9 months in existence, is already producing real results. The chemistry between the institutions involved is really beginning to buzz and we have task groups looking at projects as diverse as developing careers promotion strategies, joint activities in the UK regions and developing our presence in China . Its philosophy is to build up trust by getting people working together, and I notice a real improvement in the level of cooperation between us……….”

2. Association of Planning Supervisors becomes Association for Project Safety

APS, the Association of Planning Supervisors has changed its name to the Association for Project Safety to place itself at the heart of health and safety risk management in construction. This will enable APS to further develop, and share the knowledge and experience of its pan–industry membership with all those involved and responsible for construction health and safety.

Announcing the change at the Association’s Annual Convention, President James Ritchie said "I am delighted that the membership have so wholeheartedly accepted the Association's aim to become an industry focus for good practice, understanding and information relating to health and safety risk management in construction. It will enable the Association for Project Safety to become a key player in creating more effective, 'working together' environments and safer project management across the industry."

Speakers and delegates welcomed the change as a natural progression in the evolution of APS and as a development which would provide the industry, with a focus for services to integrate and develop project safety across the construction industry.

The repositioned APS offers many opportunities not only for its members to develop and strengthen their work in project health and safety whilst continuing to be supported by their Association but also for new initiatives with other organisations and institutions. These could be by partnering or by establishing supportive links – but the essence would be to enable all to do more, more effectively in a non-threatening, non-competitive ‘working together’ environment to achieve safer project management across the industry.

3. New President for the Institution of Civil Engineering Surveyors

Robert Fleming FInstCES has been inaugurated as the Institution of Civil Engineering Surveyors’ (ICES) President for the presidential year 2004 – 2005.

Robert joined the Institution as a Fellow (FInstCES) in 1988 and was elected to the Council of Management in 2000. He was Chairman of the Scottish Regional Committee during 1999 and 2000 and served on the Institution’s Committee of Regional Chairmen. During the year 2003 – 2004, he was the Senior Vice President of the Institution.

Robert is a quantity surveyor by profession. He is a Senior Associate Director of international construction and engineering consultants Trett Consulting, currently based at the company’s offices in Stirling , Scotland .

The Institution of Civil Engineering Surveyors is a specialist professional organisation dedicated to those studying and employed in civil engineering surveying. The Institution is governed by the Council of Management, which oversees the overall direction and policy of the organisation. The Council of Management is composed of a President, Senior Vice President, Junior Vice President and eighteen ordinary members, all of which are directors and trustees of the Institution.

The Institution has also appointed John Bacon FInstCES as Senior Vice President and Ed Danson FInstCES as Junior Vice President for the new presidential year.

4. Insurance Company Wound Up Following DTI Investigation

An insurance consultancy that left high-risk clients without insurance cover has been wound up following an investigation by the Department of Trade and Industry (DTI).

Chafford Insurance Consultants Limited, formerly of Galleon Road , Chafford Hundred, Grays, Essex , operated as a broker from October 2001 to May 2004. The company took premiums from customers, mainly construction companies, but often failed to arrange adequate cover.

Investigations by the DTI's Companies Investigation branch revealed that the company:

  • left clients who had paid premiums without any insurance cover;
  • failed to maintain separate accounts for client insurance premiums;
  • used clients' money for its own purposes;
  • kept inadequate records; and
  • ran up debts estimated at 300,000.

Sole director Darren Chard told investigators that he had underestimated the difficulties involved in dealing with high-risk customers and had a lack of capital to run the company properly.

The company was wound up in the High Court on 6th October 2004 on a petition by the Secretary of State for Trade and Industry.

5. RICS offer of membership to ICES members

RICS (Royal Institution of Chartered Surveyors) is offering, for an exclusive period only, the opportunity of RICS membership to individual members of the Institute of Civil Engineering Surveyors (ICES).

6. New UK resource centre for women in SET launches website

The new UK Resource Centre for Women in SET (Science, Engineering, and Technology) has launched a new resource website www.setwomenresource.org.uk

This is the official website funded by the Department of Trade and Industry as part of their Strategy for Women in Science, Engineering and Technology (SET). The website is a comprehensive dynamic resource for all women in SET, for employers, for Professional and Academic Institutions, for Sector Skills Councils and anyone who is concerned with the position of women in SET, and includes new and statistics, expert women's database, mentoring information, case studies, courses, links and resources including funding and grants. The website is supported by a team of people at the Resource Centre in Bradford offering information and assistance through an enquiry form or help line. "
