1. CIC Vacancy - Policy Development Manager (Lifelong Learning)

CIC is seeking to appoint a development manager to join a small team responsible for a portfolio of projects and developing policy, relating to the skills and development of professionals within the sector.

The role will require the following practical attributes:

  • A working understanding of skills and lifelong learning policy issues across the higher levels of the sector
  • Ability to develop and maintain National Occupational Standards and NVQ/SVQs
  • Research skills
  • Project management and organisational skills
  • A high level of written, verbal, IT and communication skills
  • Ability to work at strategic or at detailed level
  • Working as part of a team or independently

Starting salary will be £22k pa, rising to £23k after completion of a successful 3 month probationary period.

2. CIC publishes new collateral warranty

CIC has published a new form of collateral warranty. This is for use with design and build contracts, where a collateral warranty is to be given by a consultant who has been employed throughout by a design and build contractor, to the contractor’s employer.

The Collateral Warranty, Consultant-Employer (CIC/ConsWa/D&BE) is priced at £10.00 and is only published in electronic format as a pdf file.

This warranty is in addition to the contracts currently available from CIC, which are available in hard copy:

  • Novation Agreement CIC/NovAgr
  • Collateral Warranty (Consultant-Funder) CIC/ConsWa/F
  • Collateral Warranty (Purchaser-Tenant) CIC/ConsWa/P&T

3. CIC North West Regional Co-ordinator

CIC has appointed a Regional Co-ordinator for the North West region. Christine Nolan has joined CIC to help to strengthen support of CIC’s ConstructionSkills activities in the North West . Her role will primarily focus on:

  • Strengthening relationships with education providers and employers
  • Promoting and progressing opportunities with RDAs and other organisations
  • Co-ordinating the activities of regional centres
  • Communicating the strategic vision of ConstructionSkills

ConstructionSkills, the Sector Skills Council for construction, is a partnership between CIC, CITB-ConstructionSkills, and CITB NI. In this partnership, CIC represents the views of the higher level of the industry (professional, managerial and technical). CIC’s ConstructionSkills activities will be a vital contributor to the raising of skills, recruitment and business performance of the construction industry.

5. New company formed to represent local authority building control

On 1 October 2005 , a new company, trading as LABC, became operational to be the sole voice of local authority building control.

It has been formed to build upon and take forward work done previously by two organisations, the District Surveyors Association (DSA) and LABC Services.

Announcing the launch of the new company, Board Chairman Ian Vaughan-Evans said: -

"I am delighted to have been appointed the first Chairman of LABC, and to have the opportunity of leading the company as it strives to raise the profile of local authority building control. With our new Chief Executive, Paul Everall, in post, I know we can make a real impact on helping local authorities deliver a building control service of the highest quality."

Formerly Head of Buildings Division in the ODPM and its predecessor Departments for more than 13 years prior to his retirement in February this year, Paul said:-

"This is an exciting time. Local authorities have a vital role to play in ensuring the design and construction of healthy, safe, sustainable and accessible buildings, and LABC is here to help them achieve this."

6. Young people encouraged to get creative for NCW 2006

An innovative online film competition for young people has been launched to mark this years National Construction Week (NCW).

NCW is just coming to a close (6-13 October) but the competition is open to entrants until February 2006, so there’s plenty of time to get filming!

RUconstructive (www.ruconstructive.co.uk) has been designed by ConstructionSkills, the sector skills council for construction, to encourage youngsters aged 11-16 to study the built environment around them and to develop their understanding of the jobs and processes that go into creating it.

Split into two categories, competition entrants could either win an iPod for themselves or a DVD Recorder for their school:
Create a film about the buildings they most like and dislike in their geographical area (11-13 year olds/Years 7-9)
Create an advertisement for the construction industry as a career aimed at their peers (14-16 year olds/Years 10-11)

The website also features a teacher’s brief, linking the competition to the national curriculum for a variety of subjects so it can be used as a teaching tool. And young people entering the competition will find a bank of practical and creative tips on how to shoot safely and imaginatively.

“National Construction Week is a great opportunity to energise and enthuse the next generation of construction workers at all levels – the people who will design and build the future,” said Paul Sykes, head of recruitment at ConstructionSkills.

“The RUconstructive competition is a fun and exciting way to help young people learn about the construction industry,” he added. “And we are hoping that girls as well as boys will be inspired to enter the competition, as women are under-represented in the industry, despite having a lot of the right skills and attributes for many of the careers in construction.”

7. Institution of Civil Engineering Surveyors inaugurates new president

Institution of Civil Engineering Surveyors inaugurates new president

John M.D. Bacon FInstCES has been inaugurated as the Institution of Civil Engineering Surveyors’ (ICES) President for the presidential year 2005 – 2006.

John M.D. Bacon has been an active member of ICES almost since its inception in the early 70s, having been a member of ICES’ Council of Management since 1981, a past Chairman (1991–1994), a member and chairman of various Institution committees and, until the 2005 AGM, was the ICES Treasurer. He is FInstCES, FRICS, FCIArb and FICE and was one of the first Fellows of the ICES to be awarded Fellowship by the ICE under the newly established reciprocal membership agreement between the two institutions.

John’s presidential manifesto or to use his preferred expression, ‘the planks of my platform’ are:

  • To actively maintain the unity of the two quite disparate arms (commercial management & geospatial engineering) of ICES.
  • To maintain and enhance the profile of ICES nationally and internationally for the benefit of the membership, the public and other allied professional and governmental organisations.
  • To further ICES’ aspirations for chartered recognition.
  • To consolidate and reinforce the ICES contribution to FIG.
  • To improve communications with the membership, especially between the regions and HQ and to highlight to the membership that the ICES is a family of like-minded professionals.

8. Designing for Life
CIC is supporting the CIAT Designing for Life conference, a one day conference looking at the technical innovation in the design process for the whole life use.

The event takes place at the Austin Court Conference Centre, Birmingham on 18 November and is priced at £125 plus VAT for CIAT members (£145 for non members).

The conference will facilitate discussion on and raise awareness of the concept of designing the built environment for the life of its users. It will include sustainable communities and the whole of life use of structures and buildings.

Discussion will encompass new acts, regulations and policies affecting design, development and construction in the built environment.
