The Construction Qualification Strategy (CQS) has been developed to help shape future qualification planning and development to meet the construction industry’s three major skill challenges of improving business performance; qualifying the existing workforce and recruiting qualified new entrants identified in the ConstructionSkills’ Sector Skills Agreement (SSA).

Our assessment strategy is one of the strands of the ConstructionSkills’ Construction Qualification Strategy.
CIC as a partner in ConstructionSkills has been involved in a major reform of the qualifications infrastructure in the UK. CIC has converted our existing ConstructionSkills NVQ/SVQ Units (based on National Occupational Standards) into the Qualifications Credit Framework for England, Wales and Northern Ireland (QCF) and the Scottish Credit and Qualifications Framework (SCQF). Qualifications can cross boundaries
ConstructionSkills’ RoCs for the QCF competence (NVQ) qualifications have been developed from the recommended qualification structures (RQS). The credits that have been assigned to each unit within the RoCs have been provided by occupational experts.
Rules of Combination (RoC) set out the structure of a qualification in the QCF. RoCs indicate the credits that need to be achieved through the completion of particular units, and establish connections between other qualifications.
You can view the rules of combination for each of the QCF NVQ Diplomas.
