Changes in the 2009 Occupationl Standards

The existing 2006 generic NOS were reviewed during 2008. The changes made to the Occupational Standards broadly include:

  • Changes to the structure and coverage of the existing suite informed by the concurrent UKCG project being carried out within BESA, to update/develop a Built Environment Functional Map – this has resulted in a good deal or renumbering across the suite of NOS.   • Feedback collated from significant incremental changes (changes that provide fundamental improvements to the generic NOS that reflect changing practice and are applicable to the wider Built Environment community), resulting from the work of National Working Groups in using/editing the generic NOS for particular occupational groups within the higher level framework for the Built Environment sector since the last 2005/6 review. The suites considered in this way are: Built Environment Development & Control; Surveying, Property & Maintenance, Built Environment Design; Construction Site Supervision & Management, Construction Senior Management, Construction Design & Management Coordination, Site Inspection.

  • Researched areas of new function needs and changes identified from consultation with a range of sector expert/interest groups in terms of new incoming changes in the sector resulting from new technology, legislation, requirements and practice These include new functions/NOS which are significant for the sector as a whole.

  • Collectively these areas include: managing incentive schemes; planning administration; health & safety advice to clients; use of IT; maintenance management; enhanced coverage of historical conservation/restoration/heritage activities; demolition management; Interoperable Building Information Modelling; energy assessment; Post Construction/Occupancy Evaluation; Integrated project working; Procuring community benefits; Project Open Book Accounting; Working with people from different countries or diverse cultures; adjudication; Low carbon functions, events management.

  •  Inclusion within the functional map of any newer replacement versions of imported standards from other relevant Standards Setting bodies that have changed since the previous CIC Standards were published – primarily relating to generic management and customer services.

  • A generic change to the format of expressing performance criteria from the active verb present participle (eg. ‘identifying’) to the active verb (eg. ‘identify’). This will help facilitate subsequent conversion of NOS based qualifications into QCF format and provide sector consistency for applications.
