Key Purpose

The Occupational Standards are developed by a process of functional analysis that identifies ‘outcomes’ – what people need to achieve. The analysis describes the whole industry – and starts with a description of the overall ‘purpose’ of the industry within the economy – called the Key Purpose.

Key Area

The analysis proceeds by asking ‘what needs to be done in order to achieve this key purpose?’ Consultation in the Industry has identified six major functions - called Key Areas - A to F are essential to the achievement of the Key Purpose. The professional, managerial and technical roles fall into Key Areas A, B, D, E and F. Area C contains all the practical construction, installation and maintenance operations. These Standards cover ‘hands on’ activities and were developed to reflect craft functions and are separately available from other Standards Setting Bodies, including Asset Skills, CITB-ConstructionSkills, ECITB, EU Skills, ProSkills and SummitSkills. Key Areas


(A) Review, develop and implement strategies, policies and legislative controls for the planning, development and sustainability of the natural and built environment

(B) Establish stakeholder requirements and influencing factors and develop and design sustainable development projects

(C) Resource, construct, process, install, maintain and decommission structures, materials and building engineering services in the natural and built environment

(D) Procure, plan, implement, control and manage projects in the natural and built environment

(E) Assess and manage the sustainability, use and maintenance of property and operation of utilities in the natural and built environment

(F) Develop and manage organisational and individual performance within the natural and built environment
