Today will see the publication of the updated edition of the CIC Conditions of Contract.

CIC has developed regional networks throughout the nine English regions, Wales, Scotland and Northern Ireland through its Regional Committees.

The aim of the Nations and Regions is to provide a single voice for the industry in discussions with the LEP’s or Assemblies, establish a network of organisations to consider issues relevant to the region and to promote public awareness of the construction industry.

At local level the CIC Regional Committees provide an influential, collective voice for the Built Environment and a valuable platform for member organisations to share their current themes and priorities and facilitates the opportunity for joint initiatives.

CIC does not wish to duplicate existing activity in the regions, and so where possible, is working with existing pan-industry organisations, including the Strategic Forum and Constructing Excellence, to produce a cohesive voice.
CIC currently has nine active regions which each elect their own chair who are very influential in driving the committees forward and representing CIC and its members within the regions and also feeding regional information back into CIC centrally.

CIC East

Chair: Glenn Owen, ICE Regional Director
Glen Owen is a Chartered Civil Engineer and is Regional Director for the Institution of Civil Engineers. He is also a member of the Chartered Institution of Highways and Transportation and a qualified Mathematics Teacher.
From Portsmouth University he joined the Department of Transport as a graduate trainee and later moved to the Highways Agency before secondments to ACER Consultants (now Hyder) and Mott MacDonald working on the North Circular Road in North London. He served as Private Secretary to Lawrie Haynes, the Highways Agency’s Chief Executive (1994-99) and in January 1997 became Chartered and joined the Department of the Environment, Transport and the Regions.
After a year he returned to the Highways Agency to run a project that put together the transport arrangements for the Millennium Dome, joining Parkman Consultants in September 1999 in Ealing and re-joined Parkman as it merged with Mouchel in 2002 after a brief spell at Amey.
Of his ICE role Glen feels there are several imperatives including member support to achieve the various membership grades. He feels the Learned Society aspect works well and will help drive the promotion of civil engineering to the wider community.

CIC East Midlands

Chair: Dr Mukesh Kashyap, Senior Lecturer, Nottingham Trent University
Dr Mukesh Kashyap is a Senior Lecturer at Nottingham Trent University. He has over 22 years of construction/teaching experience in building and civil engineering projects in India, Nigeria and the UK. He holds a degree in Civil Engineering, Masters in Construction Project Management and Doctorate in Construction Management.
He is a Fellow of the Chartered Institute of Building and Fellow of the Higher Education Authority. Mukesh is immediate past chairman of CIOB East Midlands branch. During his tenure, he set up ‘Novus’ group for promoting professionalism amongst early career starters in the construction industry and was instrumental in setting up ‘Committed to Construction in East Midlands’ Awards. He sits on various committees and Chair of CIOB Examination Board. Mukesh was elected as Chair for Construction Industry Council (CIC) in East Midlands in October 2011. He is actively involved socially and works with charities to raise funds, most recently driving a Tuk-Tuk from Nottingham to India
raising £10,000 for cancer research in the UK and Apnalaya in India.

CIC Northern Ireland (in conjunction with the Construction Industries Group)

Chair: Billy Gillespie Assistant Group Chief Building Control Officer, Ballymena Borough Council
Billy holds a degree in Civil Engineering from Queens University and a Diploma in Management Studies from the University of Ulster. He is a Chartered Civil Engineer and a Chartered Environmentalist. He worked for 18 years with Consulting Engineers Kirk McClure Morton as Senior Design Engineer and Resident Engineer on many large Civil Engineering projects in Northern Ireland and Regional Director in London, before joining Building and Civil Engineering Contractors P & J McNicholl, as Engineering Manager. He joined South Eastern Group Building Control in 1996 as Education and Training Officer.

In 2002 he was appointed Assistant Group Chief Officer for the North Eastern Group of Councils. He is a former member of NIBRAC, is Chairman of the Construction Industry Council Regional Committee and Chairman of the Professional College of the Northern Ireland Construction Industry Group. He is also Chairman of the Association of Building Engineers Northern Ireland Region. Billy has specialised in energy conservation and sustainability, accessibility and issues involving radon gas.

CIC North East

Chair: John Nielson, Partner, CK21 Civil Engineers
John is a partner at CK21 Consultants LLP in Newcastle and has been regional Chair of CIC NE for over a year. He is also on the Board of the APS and Constructing Excellence NE and judge for the regional and national CE awards. A Chartered Civil Engineer as well as Environmentalist and RMAPS he takes a keen interest in the development of the construction industry particularly in the North East.
He has carried out numerous projects within local schools through the EES and Aim Higher schemes and lectures at the higher educational facilities on Construction Risk Management. He is lobbying hard with other construction representatives to ensure that Construction has a voice on the newly formed LEPS.

CIC Scotland

Chair: Brian Law, CEO APS
Brian is an architect with over 30 years experience in private practice both in the UK and the USA, academia, local authority District Architect and own practice and has been Chief Executive of the Association for Project Safety (APS) since 1996.

CIC South East

Chair (and Nations and Regions Chair/Champion): Graham Anderson, MD, Peak Homes
Graham Anderson is Managing Director of Peak Quality Homes, a distinguished and successful Regional House-building operation, and also the Hallmark Group of companies, founded in 1959. Graham, a Chartered Town Planner with a BA (Hons) degree in Town Planning, has worked in the Construction industry for over 25 years with a successful track record of developing business in a major plc and smaller companies.
His early career spanned the Civil Service, Local Government and then Beazer Homes plc. Graham currently sits on the Executive Board of the Construction Industry Council and is Chairman of both the Nations & Regions Committee, and South-East Regional Executive Committee. Currently he has helped advise CIC on Housing Policy in their role of Panel Members of the Labour Party Housing Group.
He is a Non-Executive Director of SECBE (South-East Centre for the Built Environment) and Surrey Connects LEP and is also actively involved in the SE Regional Construction Skills Group as an Employer advisor. He is Chairman of the Southern Region of the Home Builders Federation and past Chairman of the HBF Southern Region Executive Committee as well as the RTPI-SE.

CIC South West

Chair: Vance Babbage, Director, B & M Babbage
As well as being Chairman for the CIC SW Committee Vance is also immediate South West Past Chair for CIOB and also a previous Chair for the Federation of Master Builders Gloucester Branch. With over 25 year’s experience, mainly with small and medium sized contractors, he is presently the MD for B&M Babbage Ltd, a Builders firm based in Cheltenham and a Director for Hereford and Gloucester Safety Association.

CIC Wales (in conjunction with CSkills Wales)

Chair: Ann-Marie Smale, Director, Powell Dobson Architects
Ann-Marie is a graduate of the Welsh School of Architecture. After gaining a 1st class honours in Architectural Studies, she went on to achieve a distinction at BArch. She has over 25years experience in architecture and is a member of the Royal Institute of British Architects (RIBA). Ann-Marie joined Powell Dobson Architects in 1996 and has been a partner since 2000. During that time she has been responsible for many of the residential commissions in the practice, ranging from multi-storey apartment blocks to award winning waterfront developments such as Pentre Nicklaus Village.
She is a member of the Design Commission for Wales Review Panel and was appointed as a member of the Construction Sector Panel advising Welsh Government in October 2011. Ann-Marie was also a runner-up in the Welsh Woman of the Year Awards 2008 in the Construction and the Built Environment category.

CIC Yorkshire and Humber

Chair: Prof Tristram Hope, Director, THiSolutions Ltd
Tristram Hope is a multi-disciplinary building engineer with over 25 years of design and management experience across a wide range of projects both in the UK and internationally.
Brought up in Yorkshire, Tristram studied at Leeds Grammar School and the University of Leeds, and has an Architectural Engineering Masters degree, which included third year study at Pennsylvania State University.

He founded independent technical consultancy Thisolutions Ltd in 2009, having previously worked with Building Design Partnership, Higgs and Hill (Northern), Andrew Russell Associates, Buro Happold and Arup.

Tristram is a Royal Academy of Engineering Visiting Professor in Engineering Design and Sustainability at the University of LeedS School of Civil Engineering, where he provides lecturing and tutorial input for a range of undergraduate, MSc and MEng level courses, including the flagship MEng Architectural Engineering course.

He is actively involved in the regional, national and international activities of the Institution of Structural Engineers and currently serves on the IStructE Sustainable Construction Panel and Engineering Practice Committee, as well as being one of the judges for the prestigious global IStructE Annual Awards. He is also a founder member, and current Chair, of the CIC Yorkshire and Humber region.
