Government Announces Move of Building Safety Regulator to New Executive Agency

The Government has announced a significant step in the development of the UK’s building safety landscape.
At midnight, it was confirmed that the Building Safety Regulator (BSR) will be transferred from the Health and Safety Executive (HSE) to a newly established Executive Agency within the Ministry of Housing, Communities and Local Government (MHCLG). This transition is expected to take place by the autumn.
To oversee the new Executive Agency, a board is being formed under the leadership of Andy Roe, former Commissioner of the London Fire Brigade. Supporting the new agency’s establishment, Charlie Pugsley—also a former fire service commissioner—has been named interim Chief Executive.
This development represents a crucial milestone on the path toward the creation of a Single Regulator, strengthening oversight and coordination within the built environment.
The Construction Industry Council will continue to monitor this transition closely and keep members informed as further details emerge.
