Apprenticeship Assessment Reform in the Built Environment
Apprenticeship assessment in England is changing. The reforms introduced by government and Skills England are designed to simplify assessment, reduce unnecessary duplication, improve the apprentice experience, and ensure assessment takes place at the right time and in the right way.
As set out by the CIC in April 2026, for the built environment, the priority is clear: reform must maintain industry confidence, support professional recognition, and protect the routes apprentices need into professional qualification, registration and access to skills cards. This is especially important where apprenticeships align with safety-critical roles, regulatory duties, the Building Safety Act, and professional standards.
Here, we bring together guidance and learning from current reform activity, including Employer Guidance on Verifying Apprentice Behaviours and the Level 4 Building Services Engineering Senior Technician case study.
The intention is to support and maintain professional standards, competence outcomes and progression routes.
